How to Talk About Reproductive Freedom in Wyoming
Reproductive freedom is the power to control one’s own body and private healthcare decisions, free from government interference. This freedom requires access to:
- Family planning resources and information—to ensure people can decide if, when, and how to start their family.
- Contraception—to prevent unintended pregnancies and/or STI transmission.
- Maternal healthcare—for safe prenatal, labor & delivery, and postpartum care.
- Bodily autonomy—freedom from discrimination, violence, or forced medical procedures regarding reproduction.
- Abortion—necessary medical care for ectopic pregnancies, miscarriages, fatal fetal anomalies, and other dangerous pregnancy-related complications. Further, no one should be forced to carry a pregnancy if they do not want to.
- Forcing someone to carry a pregnancy to term is coercive and inhumane.
- Abortion bans increase maternal and infant mortality rates by delaying or denying access to necessary medical care.
- Wyoming is 42nd in the nation when scored for health outcomes; health care quality and prevention; and coverage, access, and affordability. The state ranks particularly poorly on the last measure concerning access and cost.
- 11 of Wyoming's 23 counties do not have a practicing OB-GYN.
- 9 counties have no labor & delivery facility.
- Rural hospitals struggle to provide labor and delivery care because of high costs and recruiting challenges. This discourages young families from moving to or staying in Wyoming.
- Abortion bans impose criminal penalties and legal uncertainty on doctors, making recruiting and retention difficult.
Given Wyoming’s maternal healthcare crisis, we can’t afford to lose medical professionals.
Reproductive freedom is under attack in Wyoming.
Wyoming voters value individual liberty, limited government, personal responsibility, and privacy. Still, the State Legislature repeatedly approves laws restricting or banning abortion.
Wyoming’s Constitution guarantees every competent adult the right to make their own health care decisions.
Banning the right to make our own healthcare decisions, including the decision to have an abortion, is unconstitutional.
Since 2023, the State Legislature has passed 3 near total abortion bans, and many other bills that seek to restrict access to abortion care.
The Wyoming Supreme Court recently ruled that abortion is healthcare and that the State’s abortion bans were unconstitutional.
Healthcare decisions belong between patients and their doctors—not politicians. No matter how people personally feel about abortion, most Wyomingites believe these personal decisions are best left to families, their doctors, and their faith, free from government overreach.
In Wyoming, we respect personal privacy and keeping government out of our private lives.
Decisions about pregnancy, miscarriage, and reproductive healthcare should be made privately, free from the government’s interference.
Enforcing abortion bans can result in invasive surveillance of pregnant people.
No matter how you may feel personally about abortion, most Wyomingites believe that women facing miscarriage, pregnancy complications, or pregnancies resulting from rape and incest deserve compassionate and timely care. Pregnancy is too complicated to legislate.

Prop 1 proposes a 50% cut in property taxes but has no plan for how to replace over $125 million in lost funding in year one alone. With annual increases, Wyoming communities will face $1.4 billion in lost funding over the next ten years.
Property taxes fund essential services in our communities. Eventually, that lost revenue will have to be made up, likely in the form of increased sales tax or the introduction of a state income tax.
Property taxes support essential services that help our communities thrive. Most importantly, property taxes collected do not flow into the state's general fund, rather they are used directly by our local communities, primarily funding public schools and local government services. Below is a list of some of the services that property taxes help fund:
- K-12 public education—roughly 69% of property taxes collected go directly to our public schools
- Fire departments
- Emergency services—including rural ambulance services
- Sheriff's departments
- Rural hospitals
- Weed & pest control
- Community colleges
- Senior citizen centers
- Water & sewer
- Road & bridge maintenance
- Various other county and city services
At WyoUnited, we care deeply about equitable access to reproductive and maternal healthcare in Wyoming. Our rural hospitals are already under immense financial pressure. Labor & delivery services have been shuttered at 5 Wyoming hospitals since 2018. Our hospitals cannot afford additional revenue cuts.
Wyomingite's deserve access to quality healthcare and emergency services in their communities. Slashing property taxes without a plan to replace that revenue is irresponsible and will cause our communities to suffer.

I have spent my entire career serving families who are struggling to get the help they need, access the resources designed to serve them, and maintain a good quality of life in Wyoming. During that time, things have only gotten worse for hard-working Wyoming families - I want to change that. The biggest problem facing our state is the lack of opportunity and subsequent exodus of young people. Without them, none of us have a future here. Lack of diverse and good-paying jobs, access to healthcare, and an increasingly isolationist direction are driving our young people away. We have to do better.

I am at my core a public servant. When I retired from full-time teaching at the University of Wyoming College of Law, I decided I wanted to continue to serve the community in some fashion. Given my expertise in legal writing, I thought my talents could be put to best use as a member of the Wyoming legislature.

I am seeking another term so I can continue to serve the hard working people of Wyoming with civility, kindness and experience; putting people before politics. Wyoming is struggling to diversify its economy away from fossil fuels and is exporting its greatest asset - a young, educated workforce - at a higher rate than any other state. To build a prosperous future for young families, we need to invest in our communities and people. Access to reproductive rights and maternal healthcare are critical to making sure that happens. Affordable housing and a sustainable tax policy are also key to a bright future.

As the Freedom Caucus learned in August, Wyoming is not a "pro-life" state; however, our primary system makes it hard for all Wyomingites to vote in the races that matter. Why did you choose to run for office? What do you see as the largest issue facing Wyoming that you would like to address?
Wyoming is a state that export its youth and young families to other states. We have good people born and raised here that are faces with economic problems that limit future prospects. I came from the opposite direction, moving here with my family because of the beauty and community that Wyoming has to offer. I was drawn to the pristine outdoors and the live and let live attitude that Wyoming exudes, arguably the envy of other states. I intend to be a voice and help keep it that way for our current citizens as well as our generations of tomorrow.

I decided to run because you can only sit on the sidelines for so long; if you want actual change, you have to make an effort yourself. In my community, there are many issues I want to address, but housing is a big one for both renters and homeowners.

I have, and I've learned that people are very outspoken on this, and I agree we need better healthcare here in Wyoming moving forward.
Why did you choose to run for office? What do you see as the largest issue facing Wyoming that you would like to address?
The greatest issues facing Wyomingites are healthcare, the heartbreak of our young people leaving due to lack of opportunities, and out of state extremists funneling resources into Wyoming to divide us and dismantle our public institutions. The first two struggles can be solved together – funding programs in healthcare would create jobs for young people, support them in growing their families, and support our aging population. We need new programs that expand maternal healthcare, senior services, and rural healthcare solutions so the money Wyomingites put into healthcare is spent in here, not in bordering states. We could also solve healthcare and youth leaving by advancing policies that reflect their values. Each year, when we pass anti-abortion legislation, more and more people get the message that the government is not there to serve them and we don’t take their lives seriously. I want to advance policies that value our healthcare and our freedom while also defeating things like abortion bans that send the message to young people that we don’t value them The issue of extremism plays a central role in our state legislature and maternal healthcare discussions. This burden may have been solved by the people in the primary elections. Outside of civic accountability through the ballot, I am committed to centering Wyoming problems and solutions, and I will continue working on anything that will improve the lives of the people of Wyoming so they have the freedom to prosper.

I am aware that the majority of Wyoming communities support abortion access and want to keep the government out of our doctor’s offices and family decisions. I have been one of the leading voices in attacking these pieces of legislation and am grateful to the court and to the voters of Wyoming for ensuring that healthcare decisions are made by the people and not politicians. I agree that abortion is healthcare and must be protected and I will work to reduce the need for abortion by ensuring that preventative care is available to all people in Wyoming through birth control and social services that help families.

Why did you choose to run for office? What do you see as the largest issue facing Wyoming that you would like to address?
I chose to run for office to be an active advocate for everyone in Wyoming on the full spectrum of issues. I think affordability is a major problem, indicative that wages and spending power need to increase. I think accessibility is a pressing and urgent issue, particularly in healthcare. OBGYN's and pediatricians are only accessible in 50% of our counties, property tax cuts will exacerbate this, but so will waiting until providers are gone to do something about it. We need tort reform, appropriate reimbursements for the full spectrum of services, and to create a state where doctors can be proud to practice, proud to have their kids graduate from a top high school in the country, and a place they can call home. Finally we need accountability. Tax cuts without long term plans for rebuilding, without strategy, are reck less. Folks don't mind paying taxes if they get their monies worth. Government needs to advocate for themselves, and be transparent about what the cuts costs communities, and be accountable to folks they represent. City, county, and state need to work together to solve these issues. If party politics and money are the only problems, we have to communicate and invest where our values align. We all want the same thing, the debate is how we get there.

I am aware, I have followed abortion ban attempts in previous sessions. Someone is going to have to draw the line on healthcare. It can be insurance companies, that dictate what services are and aren't allowed. It can be the government, that says tax dollars can't go to abortion, or birth control, and outlaws medical procedures that saves lives. Or it can be doctors and patients, making decisions according to what they need. I like my government small, efficient, and focused on protecting as many rights as possible. When we start legislating to reduce rights, we can't get those back. Once we allow the government to use surveillance to enforce abortion bans, getting government out of individual decisions is going to be an uphill battle. So I don't agree with any abortion ban. I don't believe the government should ever be making decisions for individuals.

Yes, and they're advocates of small government, against insurance companies, and trust their doctors to advise what's best for their outcomes. They're sick of not being able to get into the doctors timely, they cannot afford to meet their deductibles to make seeing a specialist cost effective. We have an access problem ranging from price to scheduling timely. Emergency calls are coming from not being able to access routine care. We have to use a little political imagination to craft solutions that work for Wyoming.

Constituents I’ve spoken to in my district have not voiced concerns to me about reproductive care, aside from a few accusatory comments on Facebook from individuals who are very anti-abortion. However, I believe in protecting reproductive care access and am unapologetically pro-choice because I believe the government has no right or place to force people into significant health decisions, nor do they have a right to punish people who make a choice they may disagree with.
Why did you choose to run for office? What do you see as the largest issue facing Wyoming that you would like to address?
Your first term is a whirlwind of activity and learning. I think anyone reelected to a second term will be better equipped and more productive on behalf of their constituents. A robust Wyoming economy provides the opportunity for all other aspects of living in Wyoming to improve. I think preserving Wyoming's core industries is critical to Wyoming's long-term economic health. I think the ability for emerging industries to partner with these legacy industries is mutually beneficial and will enhance and diversify Wyoming's future economy. The legislature's focus on Career Technical Education (CTE) the last two sessions is expected to prepare Wyoming's next generation for the job opportunities ahead. It's important that we monitor and define what is success as these programs are implemented. There are issues that are not unique to Wyoming, but are nationwide: healthcare expenses, consumer inflation, mortgage rates, etc. Every state, including Wyoming are grappling with these issues. Wyoming's demographics are different from every other state, and that challenges us to adopt solutions tried elsewhere. As your legislator, I think we need to examine every suggested solution and see if it fit Wyoming.

Wyoming is stuck in a backwards facing policy posture that does not serve the people trying to make a life and raise a family here in Wyoming. Fresh ideas and fresh faces are needed to come up with real solutions to the challenges facing Wyomingites.
